"I promise you due to the variability in toxicology testing, the variability in tactics and variability in funding availability… [the volume of deaths] is underreported," explained Donna Papsun, a forensic toxicologist at Pennsylvania-primarily based NMS Labs, which tests samples from throughout Canada.
